Upgrade dronie to latest drone version and drone clients accordingly

Description
Looks like recent gitea upgrade is incompatible with our current drone version. So planning to upgrade it as discussed here

Upgraded dronie-server from drone 1 to drone 2. That fixed the issue with gitea not being able to make web hook requests.
It looks like a new agent has not been released recently (last one was 23 months ago) which all agents are currently running. So that doesn't need upgrading.
I did start up a new lxd client on osgeo9 that is running drone-agent -- called dronie-client but using the osgeo-debian-11-docker image I recently created and has 4 runners.
