should be easier to confirm new wiki accounts

currently we do a bit of research to determine if a new wiki user is legit.

i propose we ask a pending user why they wants a wiki account. specifically what is the first edit they plans to make.

suggestion: in the "Other information" section, we add a mandatory question like "Why do you want an OSGeo wiki account? What will your first edit be?"
