Upgrade OSGeo3, OSGeo4, OSGeo7 hosts to Ubuntu 20.04

Description
All the LXD hosts are currently running Ubuntu 18.04 which isn't horrible but if we wait too long it becomes harder and harder to upgrade.
I did a trial run on another lxd server I have running 18.04 and took around 30 minutes - 1 hr with interruptions answering questions.
I'll try with OSGeo4 first since that is a dev server.
Although I was checking if lxd containers were unreachable while the upgrade was going on. I'll check on OSGeo4 while I'm doing it

So osgeo7 is the only one of the hosts not at 20.04. Upgrading requires reboot and osgeo7 has the most apps on it. I'm planning to wait till like December 31st with the hope that the 10-30 minute downtime will not impact people too much.

I've decided to upgrade osgeo7 today rather than waiting. I will start the upgrade in about 40 minutes. I have already sent a note to projects and discuss.

I might have to delay this a bit. Can't reach the osgeo7 console with my openVPN connection so have in a ticket to figure out if it is on my side or osuosl side.
I feel more confident doing a reboot and upgrade if I have console access I can fall back on in case something goes wrong.

I got my console access squared away and have started the upgrade.
Upgrade is still in progress so expect things to go up and down a bit.
I'll send a notice once it's all done.
