OSGeo-Announce: switch to moderated list mode

Apparently there are no restrictions to post to this list.

Not sure who the list admin is but pls switch it to moderated list mode to avoid postings like today:

I'm adding announce-owner to Cc list for this ticket

Current settings:

• Action to take when a moderated member posts to the list.: Reject
• Action to take when anyone posts to the list from a domain with a DMARC Reject/Quarantine Policy.: Accept

Will change the last one to Reject.

I tested sending a message (but I am not on DMARC) my message got rejected
