Description
Follow on to #2227 - when sending an email to coc@… you get a very rude response about attempting to email a private list - indeed it looks like an error and like service is broken.
Can this list be changed to an alias similar to board-priv@…?

I would like SAC to control the email addressed forwarded from the alias.
Of course if we could configure mailman not to send the "must be a member of the email list to post" automated response that would get rid of the problem and be even easier.

This is quite the challenge, I see #2227 separated out the discussion list from the email contact point which is good...
I should rename this issue so it is clear the problem is the automated respsponse (how to fix is open to suggestions).

We can change the message to explain that the submission has been received and will be reviewed.

coc was changed to conduct-report
It should be an email alias received only by the members of the CoC. I guess the CoC members can't add/remove members without going through SAC? (Trying to lower your tasks).
