Add additional ips to osgeo7

I think we are going to need more ips once we move everything over as for example I had to open 22 for downloads because too many processes relying on it being on 22.

I suspect we'll have similar issues with other things.

Right now the osgeo7 is configured for DHCP because I guess OSUOSL reserved the ip for that. I'll confirm with them that it's okay for me to make it static and add in the additional abandoned IPs we have from servers gone.

Spoke with OSUOSL they said fine and gave us list of our currently used ips and said if we need more for migration, let them know.

Going to add the old base.osgeo.osuosl.org IP which is not currently in use and probably never will again since it was a template for building VMS on ganetti cluster.

I plan to do this in about 2 hrs from now.

There shouldn't be much down time, but I'd want to reboot the server to make sure the ips stick, so will probably be down for 5-10 minutes.

Scream if this will be an issue for you.

At moment - production things running on it that will be impacted are

nextcloud.osgeo.org, community-review.foss4g.org, spatialreference.org, dronie.osgeo.org

140.211.15.30 (the original we were given),140.211.15.57 (the old base one)
