Just got this email from a PROJ mailing list subscriber (I've checked he's subscribed)

Sorry for the false alarm. It appears the user was posting to the maptools mailing list, not the osgeo one...

The email was mankoff at gmail.com. I've verified he's registered in the subscribers of the PROJ mailing list
