Save current site for content references

Description
save current site somewhere so that when staging comes in we can use something like old.osgeo.org for references just in case content is missing.
But put in a robots.txt do not crawl to prevent it being picked up in search engines

From Regina looks like it's accessible via http://www2.osgeo.org/home as long as that's not a CName to www
will test after deploy of new site
