Drop postgresql databases for now-removed trac instances

Both tilecache and proj have trac database instances but no trac environment. As those databases should have backups already, I'd drop them completely by now. Any objection to that ?

proj database removed, leaving a dump in ~strk/_BACKUPS/trac/20170201-trac_proj.pg.dump (but note that this is a temporary location and could disappear any time)

I've just realized featureserver is another one for which trac is not mapped (although environment is still available too).

featureserver environment and database removed, hotcopy left in /var/www/trac.deleted/20170201-featureserver-hotcopy (waiting to be requested for download and then removal)

Tilecache dump dropped in /var/www/trac.deleted/tilecache/db/trac_tilecache-20170201.dump and database removed. Nothing left to do here.
