Setup Drupal 8.2.1

Tasks for SAC committee:

• setup Drupal 8.2.1 on VM
• give access to myself and any others interested

There was mention of "someone willing", I am willing to help migrate and update content to the new system. As we know, larger tasks like the Service Providers Search tool will take much teamwork. But let us get started on Drupal 8.2.1 and see....

Related to this, is making sure that this same 'group' of volunteers has full access to the directory on the new host (hosting Drupal 8.2.1), so images and files can be scp'd from old VM to new VM; and also making sure this same 'group' of users has full access to the old VM (that hosts Drupal 5), to access the old files and images.
