Add web page listing committees to www.osgeo.org

Unless I'm mistaken we have no place to goto on the main web site to find webcom or marketing committees, except on the mailing list page. We can add this as a menu / sub-menu set of items under OSGeo Community.

Perfect... now to have a link of the main menus somewhere. Thanks for pointing it out - it was a little too buried for me!

I would note, it was decided to add direct links to the Incubator and Marketing committees from the main "OSGeo Foundation" box in the last webcom meeting. If we are sticking with that plan (to publish direct links to major committees), perhaps we could close this ticket?

Yes, let's keep the less public committees buried, and the ones that are potentially important to new visitors front and centre.
