Upgrade PHP to v5

Description
In order to install mediawiki, it appears we need PHP 5+. Current on osgeo1 is PHP 4.3.9. Seems like time to review our other dependencies - and plan an upgrade.

Closing as there seems to be no reason to upgrade to php5 on osgeo1. The mediawiki migration ticket is #103.

According to:
http://www.mediawiki.org/wiki/Manual:Installation
"This page guides you through the process of installation of the latest stable version on Linux. There is another page for installation from Subversion. The 1.6 series is the last to support versions of PHP earlier than PHP 5."
1.6 is still receiving bugfixes. Seems like it would be possible to go with 1.6.10.
