We need to provide documentation (HowTo) for filter encoding in 4.2.

Assefa an I wrote an FE HowTo for GeoInnovations 2002 project. I had not 
submitted it because I was waiting on some additional material from Assefa. 

I have attached the current state and the DocBook Source. 

Jeff, can you take over this one from here, please?

the filter-encoding howto is already done and live on the site. (i must have
missed this bug)  thanks to darren and assefa for their work creating the doc.
