Description
I created a TTF symbol using ">" to show the direction of road segments. This symbol flips orientation from ">" to "<" depending on slope and direction of the line.

OK, Stepan Kafka pointed out that this is by design and that there is an undocumented feature where by if you set the GAP to a negative value then the symbols stay oriented along the line as opposed to oriented north! We have been able to confirm this does in fact work so I am reassigning this to bug to documentation.
