opacity should be passed to kml driver

Milestone: → 6.0 release

style level opacity parameter should be already respected.

I have added the support for layer level opacity: It will be applied to all the the features on that layer if there is no style opacity (style level opacity takes precedence)

I will commit this whenever I have the rfc approved and I can start committing in trunk.
