processLegendTemplate fails when layer.name or layer.group not specified

Description

If layer.name or layer.group not specified processLegendTemplate tries to add null to the hashtable which results in "Invalid hash table or key" error.

Tamas, I see that r6698 seems to address this. Did you forget to close the ticket?

Should we backport to 4.10 ?

You are free to backport if you want, but keep in mind that there is currently no plan for another 4.10 release unless we are forced to release security fixes like we did in 4.10.3.
