Add "refresh" button to the Load Package section of the Site Administrator

Description
Currently, in order to refresh the contents of the "Load Packages" section of the Site Administrator, you need to either refresh the browser or click on a different item and then click back.
It would be nice if a refresh button could be added to the "Load Package" section.
It could be as simple as a self-referencing hyperlink, or as complex as an AJAX call.
