Option to run all server unit tests except Coordinate System

Description
The Coordinate System tests are the slowest of the server tests and does not lend itself to fast development iteration having to wait 15-20mins for the full server test suite to complete.
There should be a test option that executes all tests except for Coordinate System so we can get faster feedback loops.
