Allow arbitrary WKT strings in Coordinate System picker

The Coordinate System picker restricts WKT strings to ones that map to a coordinate system in the Mentor coordinate system catalog.

This means input of arbitrary WKT strings is not possible, which is bad if we need to put in a custom WKT.

This restriction in the Coordinate System picker should be lifted
