d.vect fails to use user specified layer

Description

Seems that switching layer doesn't affect resulting d.vect command.

Steps to reproduce: add a vector layer and change layer from -1 to 1. Observe executed command.

Seems that recent fixes in d.vect have fixed also this issue.
