Update HOWTO_RELEASE to use GIT instead of SVN for branching/tagging

Description

We're not using SVN for managing code anymore, so HOWTO_RELEASE need an update in all still-active branches (3.6 and trunk)

NOTE: branch naming would be needed in the HOWTO_RELEASE so any name change (#822) would affect it.
