WFSFilterBuilder - bug when no layer selected on afterqueries

Description

issue

If the widget was opened without selecting a layer from the dropdown list first, if an "afterqueries" event is triggered, a javascript error is thrown.

solution

If no layer is selected, do nothing. Add the according validation.
