WFSFilterBuilder - various minor changes

Description
The WFSFilterBuilder has various minor changes it could use :
- Label issue - we should read "Filter" and not "Filtre" on the upper-left tab "Filtre" and on the bottom-right message "Apply the Filtre"
- There is a too large space between "View on which to apply the sort" and the actual drop down list in IE
- Label "View on which to apply the sort" should be replaced by "Layer to filter:"
- Drop down list should be made wider so all the text in it can be seen
