ZoomSlider - i18n support

Description

Add i18n support for the ZoomSlider widget. Only the ZoomSliderTip requires a 'template' set accordingly, so doing it in the xslt file directly by detecting which locale is currently set in GeoPrisma is fine.

Fixed in r1074, only 'fr_CA' was added.
