Proposal

The current configuration is to support ISO19139 profil for France adding a new schema.

• A new schema is added to the schema directory.
• No template will be available by default. But one is available in a new gast directory.
• Added support to use Profil's codelist if defined, if not ISO one are used.

This will provide a good example for people who would like to add their own ISO profil to GeoNetwork.
