Description
Maybe this is by design but personally it seems like a bug to me.
I log in as an "Editor" who owns a piece of data and is a member of "sample group". When I go to edit the privileges, it doesn't allow me to publish the data to "all". As owner of the information, I believe a user should be able to publish it to the three generic groups (All, Intranet, Guest). As it is, it seems like only admins have that permission which defeats one of the points of having Editors.
