IsoLanguagesMapper trigger error when used with Jeevlet

Description
IsoLanguagesMapper with Jeevlet is shared across all nodes. It should not throw exception if a language is already registered. Populate the map with all node's languages and catch exception instead to not block GeoNetwork startup.
