Description
Setting control panel side - geomoose/config.js 'control_panel_side':'right' works
config/mapbook.xml <param name="control_panel_side">right</param> and config/settings.ini control_panel_side=right do not work.

I don't think the we ever supported the config/setting.ini version of that. But I will be updating the code to honor the setting from the mapbook.
