Description
Services (print, identify, etc) do not work using Internet Explorer 8 (fails on geomoose.js line 346, startService)
- They DO work with IE 9

It's a scope issue with older IEs. I've fixed it by changing how ServiceManager and USNG are defined. I also found a bug in the new ZoomTo class that required removing a comma. refs: [610]
