Keeping identify tool active

This is not a defect rather a usability enhancement. This could be related to #134. Follow these steps to replicate using demo.
1) activate identify tool
2) click on parcel
3) activate catalog tab
4) identify tool is still active, click on map

Result is the identify tab does not activate and become visible. If you switch back to identify tab it sill works then.

I would suggest the behavior should be that if a tool is active the tab should become visible when using that tools. You can see similar behavior with the select tool.

I see a similar issue as well. Select identify, click some things, select layers tools-->add polygon, identify continues to happen a polygon is not drawn.
