In reviewing the "Service Communication Protocol Reference" it appears that this document could be incorporated into the "mapbook reference guide". My thought is that the mapbook reference guide discusses services fairly well and this smaller document could be added to this group. In that way the services associated with the mapbook would all be one place so users are not looking in two separate places for information about services and service protocols. THIS IS JUST A SUGGESTION.

r860 reworked service documentation. Did not consolidate it all to one location, but did cross link it.

No, this looks good for now. We're still missing a popup implementation which is a complete oversight but out of scope for this ticket.
