Restore and Enhance Popup Functionality

Description

Map popups never really worked particularly well. We need to enhance it to allow for the new vector layers to do Popups intelligently. We also need to allow for a basic service definition that would allow popups to be created from services.

I'm not clear on the implications of the new vector layers, but I'd like:

  1. Ability to specify the [Openlayer's supported] border style
  2. Layer coordinates in an SRS other than the map SRS
  3. Simple way to change the Target from [map] div to new browser Window (with Window properties)

What other enhancements are envisioned?
