Search functionality needs to include "IN"

Description
Search now only includes "Contains", "Begins With", and "Matches Exactly". It needs to also include "IN". This was done in the Oregon Application and I am not sure it ever made it to 2.4. This is a great feature because it lets users enter multiple names or pin numbers and also allows the URL capability to search for multiple features.

did a comma dilimited list of 3 parcel ids. The in worked just fine. Did not work with spaces. I assume this was how it was designed.
