ECRG scales should be exposed as separate layers.

Currently all frame files are loaded as part of a single layer.

Given that different scales should be displayed separately I would expect that the scales would be presented as different layers.

I can't provide the actual data because I'm not allowed to.

I have attached a TOC.xml which has been modified to show data with scales.
