Description
Forwarding some more patches from the Debian package, still applied for 2.0.0RC1.
The links to the OGR utilties among others in the index_br & index_ru need to be updated now that the separate ogr directory is not used anymore.
The 'doc' patch fixes the links to the separate gdal & ogr directories.
The 'doc-brief' patch adds a brief description to {gdal,ogr}_utilities for use in the generated manpages.

The doc patch is no longer usefull since ogr/index.dox is now a page that shouldn't be reached any more (should likely be removed from SVN) and whose content has been merged into main page
The ogr/index.dox
change is not strictly needed no, but the changes to doc/ru/index_ru.dox
& doc/br/index_br.dox
are.
With the 'doc' patch the resulting index_{br,ru}.html
will link to osr_tutorial.html
in its new location instead of the old ogr/osr_tutorial.html
location.

Regarding the ru and br pages, with the redirect on gdal.org from ogr/ to ./ that works, but I understand you try to fix offline doc. Anyway, the br and ru pages are out of sync with GDAL 2.0 changes of the English version, so I'm not sure it's really worth fixing that.
