Description
It would be useful for finding the plugin directory in a os independent way. It has been asked by developers of third parties stuff: they develop custom modules and would install them in the right directory for use. That would be coherent with the --datadir flag already present.

Does the GDAL_DRIVER_PATH http://trac.osgeo.org/gdal/wiki/ConfigOptions solve this issue?
