Features on base layer are showing approximately 10 meters away from their actual location

Description
When rendering a base layer, features are showing approximately 10 meters away from their actual location. This is occurring for features in various coordinate systems and various data formats (tested with both SHP and Oracle). When selecting features on the base map, the blue feature highlight shows in the correct location - which is different to the location of the feature
