Description
When fusion cannot connect to mapguide, fusion just loads blank.
Add an error message reporting that the server connection failed.

this seems to be fixed: stopping the MapGuide server results in a reasonable error message with the MG templates. It actually depends on having a FUSION_ERROR event handler to display the message
