Fusion Legend rendering consumes inordinate number of requests

Description
Panning and Zooming produce the Windows Internet Explorer “Stop running this script?” dialog. The fix outlined here: http://support.microsoft.com/kb/175500 was attempted and set to 15,000,000. The dialog is still produced. If No is pressed … the app hangs. Pressing Yes … allows for user input but the next user action hangs IE again.
This occurs when the map contains more than a trivial number of themed layerdefinitions.

Jason Birch has the test data as of 4/7/2009. Samples-Sheboygan_FusionLegendTest.mgp File is to big for me to upload on this thing.

Fixed with the legend performance improvements related to #460.
