Description
the siteVersion info returned from MapGuide isn't a reliable way to tell MG versions apart, so this info should be put in the config.json file. Also update OpenLayers with the new backwards compatible MapGuide Layer type to be released in OL2.8

(In [1811]) closes #221: add useAsyncOverlay flag to determine if the MG site implements the asynchronous version of GETDYNAMICOVERLAY API. Also updates OpenLayers with new version of MapGUide layer
