Description
There exist two definitions for COsta Rica, both of which are referenced to the CLarke 1866 ellipsoid and otherwise appear correct. Definitions referenced to the Ocotepeque 1935 datum are required, but a datum definition for this does not exist.

A new datum, Ocotepeque35a was added and new systems Ocotepeque35a.CR-N and Ocotepeque35a.CR-S added to the dictionary. a geographic CRS Ocotepeque35a.LL was also added.
All names were added to the category file and the NameMapper. The submission produced revision 1810.

There appear to be several definitions for the Ocotepeque 1935 datum. The one chosen for this ticket provides the best results when compared to a data test set provided by an end user. However, this definition provides results only to within 8 meters of the test set; we should be able to do better than that.
So, we'll go with this one, distinguished with an 'a' in the name assuming that we may have to add others later.
