GeoTools and Oracle provide prime meridian in GEOG system units.

Description

It appears that Oracle, Oracle9, and the GeoTools flavors of WKT provide the prime meridian value in the units of the GEOG system (e.g. grads). ESRI always provides the prime meridian value in degrees.

Currently, CS-MAP always assumes degrees. WHo knows what other flavors do. Any assistance on the other flavors would be appreciated.
