EPSG ID 3401 is supported but 3400 is not

Description
The coordsys.asc dictionary contains an entry for "CANA83-10TM115", EPSG ID 3401 but does not contain one for EPSG ID 3400.
EPSG ID 3400 is the same as 3401 except for that it always has positive Easting coordinates in Alberta.
This ticket is to add the EPSG ID 3400 as "CANA83-10TM115-EAP" to coordsys.asc and to update the namemapper.csv file.
Note, that the namemapper.csv already contains a mapping entry for 3400.

Fixed in revision 2134 (see http://trac.osgeo.org/csmap/changeset/2134).
The coordsys.asc dictionary has been updated with the entry [CANA83-10TM115-EAP] for EPSG ID 3400 (EAP stands for 'easting all positive'). Also, category.asc and namemapper.csv have been updated accordingly.
The new system files under the existing category "[Canada, Provinces]" in category.asc
The namemapper.csv file had been updated to map EPSG ID "3400" <-> "CANA83-10TM115-EAP"
Note, that the NameMapper?.csv file does not contain an Oracle / ESRI mapping; neither for [CANA83-10TM115-EAP] nor for [CANA83-10TM115].
