Update library to use Apache Maven build system

Description
It would be nice if this library was updated to use the Apache Maven system. There is a whole infrastructure built around it for Java where builds can be deployed for the world to use via online repositories. Due to all of the features (plugins) built around the system, deployments of binaries, source, javadocs can be done with no additional work.
