Internationalization support for setup.hint

Description

Through our testing of Japanese language support of the installer (ticket:126) we notice that the Advanced dialog uses English values from the package's setup.ini, for package descriptions etc (see screen capture: http://trac.osgeo.org/osgeo4w/attachment/ticket/130/advanced-jp.png).

How can we support various languages through this setup.hint file? Anyone have any thoughts on this?

For example, here is the mapserver package's setup.hint file (notice the English descriptions): 

sdesc: "A CGI Web Map Server, including a variety of OGC web Services"
ldesc: "A CGI Web Map Server, including a variety of OGC web Services
such as WMS/WCS/WFS/SOS."
