Setup vsftpd on download.osgeo.org

Could you please build and install vsftpd for download.osgeo.org (a telascience blade)?

It should be responding to the name download.osgeo.org (perhaps it will respond to anything on this server?) and eventually ftp.remotesensing.org. The /osgeo/download directory will need to be served.

You can look at the configuration of vsftpd on www.gdal.org.

We want a maximally secure configuration that only provide anonymous ftp.

Please add lots of details on the configuration of this on the download wiki page (linked off main sac wiki page).

I'll raise this issue on the sac list first to see if there are any objections. So don't actually get it running for a couple days till folks have had a chance to object.

This is part of migrating gdal to the new site, and should be considered funded GDAL maintainer work. This ticket is related to ticket #81.

The FTP service is running now under:  ftp://download.osgeo.org/

I'll be observing it and tweaking its configuration if necessary in next few days, so there are possible short periods of out of order.

I updated the  SAC documentation about  Download Server and added  FTP Service section with FTP server configuration details.
