Create content type for SPOTLIGHT entries

In order to effectively handle lists of content like the Community Spotlights, we need to create a custom content type for such things. In essence this means creating some fields for capturing the information and some simple 'views' - php templates for visualising the lists of entries.

Marking this as major as it is holding up modifying the layout of the front page of site.

• Main remaining issue is that custom types cannot be as simply rendered with teasers, some discussion here: ​http://www.contractwebdevelopment.com/cck-teasers-without-hacks

And entries are automatically rendered onto: ​http://www.osgeo.org/spotlights2

and shown on the front page now.
