Support percentage expansion for extent/bounds tags via templates.

Description

Need to update extent/bounds template tags to allow percentage expansion in addition to the straight numeric (e.g. a value given in map units). Something like:

[shpext expand="10%" format="$minx,$miny,$maxx,$maxy"]
