mapserver sends repeated BEGINs to Postgis

Description
In mapserver 4.10.0, when using persistent connections, as when using fastcgi, mappostgis sends repeated BEGINs and postgresql will return warnings. At least in static fastcgi this leads to Segmentation faults in the application.

New driver will not exhibit this problem. (5.4+) In 5.2 a patch is in place that should reduce this.
