ArcSDE 9.2 changed their library layout

Description 

SDE 9.2 is not found by our configure because ESRI changed from including the
version in the library string...

ie, libsde91.so is now just libsde.so

suckage.  I propose that if the user inputs an sde-version >=92, it be set to
none in configure so that things continue to work the way they do now.

I have committed a fix for both the 4.10 and HEAD branches that seems to work.
